How safe are our children at school?

Last year my son and his friend were accused of being bullies at Oak Grove.  They were pulled from class imediately and held in the office all day.  It came to be false accusations by a student they wouldn't play with.  This year my son has been bullied by another student.  He would come home with bruises and constantly afraid.  He talked to duty teachers and his class teacher about the situation and nothing was done.  The student threatened to hurt him in front of his entire class, and he lost two minutes of his recess.  We went outside the school and met with his parents and tried to solve the problem.  Nothing was done.  Finally one day my son had enough and when this "Bully" started attacking him he faught back.  He got into more trouble than the "Bully" did.  Now my son gets into trouble for everything.  Even if he stands out of line.  We met with the principal and she assured us that our son was safe and that this "Bully" would not retaliate because the principal assured us that the "Bully" was not that type of person.  She also assured us that our son was safe at her school.  Now my son comes home most days saying that the "Bully" is still threatening him and plans to deal with this when there are no adults around.  My son is not safe.  His little brother is now also being threatened by the "Bully".  How do I deal with this?  My son hates to go to school.  He doesn't want to fight any more.  He just wants this kid to leave him alone.  And odviously the school isn't going to take care of the problem.  Any advise would be greatly appreciated.
